is there a plug in or a way to create quotes for ACT Cloud ?

  Hello Stephen,
  Currently there are no options to create quotes in Act! Cloud. You can however keep track of transactions under the Activities section.
  For additional feature request you would like to see for Act! Cloud please click on the blue icon on the bottom right side of the Act! Cloud account.
